This is the pedal bolt that secures the folding kickstarter (and shows up doubling for the rider footrest peg pivot too) on the CEI-threaded gearbox setups Triumph used through the 1960s. The part number carries over from the older factory number 82-6655, and it's also cataloged under the earlier T1273 prefix, so if your parts book still uses that designation, it's the same physical bolt. CEI in the description stands for Cycle Engineers Institute, referring to the thread standard used on this bolt rather than any spec we're stating here beyond what's printed.
Given how much these pivot bolts see use every time the kickstart folds in and out, or the footrest gets stood on, it's worth checking the shoulder and threads for wear before you put a worn one back into service. If your bolt is worn oval where the lever rides, that's the tell it needs replacing.
