This is the rear brake anchor plate, listed in the catalog under REAR WHEEL. It's the plate that carries the fixed end of the rear drum brake assembly, holding the brake shoes and backing plate steady against the torque of braking rather than letting the whole brake mechanism spin with the wheel.

The catalog shows this part appearing across 1971 to 1972 listings before the factory moved on to 37-3857 as the replacement number. If your parts book still lists this as W3856, that's the older reference for the same physical plate. If you're ordering to replace one on the bench, it's worth checking the newer 37-3857 number too, since that's what the factory superseded it with.
