It's the piece inside the rear hub that the brake lever acts on — when you pull the rear brake, this cam pivots and pushes the shoes out against the drum. Catalog listings for this cam run from the mid-1950s into the late 1960s, and it shows up specifically in the quickly-detachable rear wheel figures, so it's tied to that style of hub rather than a fixed rear wheel.
