This is the throttle needle for an Amal carburetor, listed in the CARBURETTER section of the parts book under 19-3096, also known by the number 622/063. The needle rides inside the throttle slide and tapers to meter fuel/air mixture as the throttle opens, which is a big part of how the carb responds through the mid-range.
