This is an Amal throttle valve, size 2½, listed under 19-3128 with the alternate Amal-numbering form 928/060. It's the slide that rides up and down inside the carburetor body, controlled by the throttle cable, and it's what actually opens and closes the passage that lets air and fuel through to the engine.
