This is the throttle slide for an Amal carburetor, cut with the 3½ cutaway. The slide rides up and down in the carb body and its cutaway shape controls how much air gets past it as the throttle opens, which shapes the carburetor's response off idle and through the early part of the throttle's travel. Amal offered slides in a range of cutaway sizes and 3½ is one of the common values you'll run across in these carbs.
