Cable adjuster
A cable adjuster for handlebar control levers, used to take slack out of a control cable.
This is a cable adjuster, the small threaded fitting that lets you take slack out of a control cable without pulling the whole cable off the lever or the carburetor. It shows up repeatedly in the handlebar and control lever sections of the parts books, which is where it lives on the bike - wherever a control cable needs a way to fine-tune its length.

Our records show this part number replacing several earlier factory numbers, so if your parts book lists 18/1005, 18/1006, 18/1708, 60-3585, or 60-3586, you're looking at the same physical piece under an older number. The catalog listings for 18/838 span appearances from 1960 to 1968 across a number of handlebar and control-lever figures, so it saw duty on more than one control setup during those years.
If you're chasing an adjuster for a specific lever or cable run, check which figure your bike's parts book calls out - this one turns up under several different figure titles, so it's worth confirming against your own diagram before ordering.
