The 97-1654 is a chrome fork seal holder, also called a dust excluder sleeve nut, used on Triumph telescopic front forks up through 1968. It threads onto the bottom of the fork slider area and holds the oil seal in place, keeping fork oil in and road grit out. The chrome finish is UK made per the catalog listing.

This part shows up in the parts book under the older H1654 number as well, and it appears across several fork and headlamp nacelle figures for 6T, TR6, and T120 twins from the mid-to-late '60s. Worth noting that this early version of the holder was made before Triumph added a recess for a sealing o-ring on later forks, so the physical part itself did not change part numbers even as the fork seal arrangement evolved underneath it.
If you're rebuilding a fork leg and pulling the old holder off, check the condition of the threads and the seating face before reusing it. It's a straightforward wear item and cheap insurance is not the phrase for it, but it's worth having a spare on the shelf since it's a common point of failure when fork seals start leaking.
