This is the steel washer that sits between the fork spring and the oil seal unit down in the front fork leg. It's a small, plain part, but it does a real job: it gives the fork spring something solid and flat to bear against so the spring load doesn't hammer directly on the seal itself. Without it, the seal takes abuse it wasn't built for.

In the parts books it's listed as "steel washer, seal holder" and it also shows up under the numbers 9998-402 and H1656, so if your book lists one of those older forms, this is the same part. It appears in the FRONT FORK and FRONT FORKS figures across catalog entries from 1969 to 1970.
Getting to this washer means getting into the fork leg, so if you're replacing it, plan on pulling the fork apart rather than just popping off a cap. Worth checking the condition of the spring and seal while you're in there since they all work together.
