This is the layshaft out of the gearbox, listed in the parts books under GEARS - SHAFTS - SELECTORS - STARTING MECHANISM and GEARBOX SHAFTS AND GEARS. In the older parts-book system it's numbered T4548, same physical piece as 57-4548 in the current numbering.

The layshaft is one of the two main shafts inside the gearbox, riding parallel to the mainshaft and carrying its own set of gears that mesh with the mainshaft gears to give you your ratios.
