This is the rubber cover for the ignition capacitor (what most folks call a condenser), listed under part number 54418528 and carried in older parts books as 99-0767. The cover's job is simple: it fits over the capacitor to keep moisture and road grime off the terminal connections. It's a small rubber part, easy to overlook, but a cracked or missing one leaves the capacitor exposed to the elements.
