This is the brake anchor plate off a quickly-detachable rear wheel setup, part number 37-1395, also listed under the older W1395 designation. The anchor plate is the fixed backing plate that the brake shoes pivot and bear against, staying with the axle/hub carrier while the QD wheel itself can be pulled out without disturbing the brake assembly.
