This is a cable adjuster, the small threaded fitting that lets you take slack out of a control cable without pulling the whole cable off the lever or the carburetor. It shows up repeatedly in the handlebar and control lever sections of the parts books, which is where it lives on the bike - wherever a control cable needs a way to fine-tune its length.
