This is a thumb nut used on handlebar and control lever assemblies, the kind you turn by hand rather than with a spanner, typically found holding an adjuster or cable clamp in place where you need to make quick adjustments without tools. It shows up across a run of handlebar and control lever figures in the parts books, and also turns up in the battery/toolkit/air filter figure, so it's a small hardware item that gets used in more than one spot on the bike.

The factory later superseded this part number with 18/838, so if you're working from an older parts book and see 18/1006 listed, that's the same physical piece under the current number. Worth checking your own hardware against the later number when sourcing a replacement.
