Chrome left-hand outer fork cover (shroud) for the telescopic front fork assembly.
This is the left-side outer fork cover, sometimes called a fork shroud, for the telescopic front fork assembly. It's the chromed tube that slips over the top of the left fork leg, dressing up the works between the headlamp area and the lower fork assembly while doubling as a mounting point for the headlamp ear on that side.
