This is the pair of fork dust covers for OIF-era Triumph and BSA forks — the rubber boots that fit over the top of the fork lowers where they meet the fork tubes. Sold as a pair since a bike needs one on each fork leg. The legacy number on this one is H4002, and it's also cataloged as 45-39661, so if your parts book uses either of those older forms, this is the same physical item.
These are wear items — rubber perishes, cracks, and stops sealing over the years, and a torn dust cover does the fork seals underneath no favors. If your forks are leaking oil or the boots on there now are cracked and hardened, this is a cheap thing to check before blaming the seals themselves.
