This is the float for an Amal Concentric carburetor, part number 99-0512, also carried under the factory number 622/069. The float lives inside the carb float bowl and rides on the fuel level, working the needle to shut fuel off once the bowl fills and letting more in as the engine draws it down. It's a wear item over time - the material can get brittle or start to leak fuel inside itself, which throws off the fuel level and causes flooding or a lean, hard-to-tune carb.
