97-1581 is a distance piece, a small sleeve that shows up repeatedly in the handlebar mounting and steering damper areas across the catalog. It's a simple metal spacer, not a glamorous part, but it does the job of keeping the softer rubber components in a mounting assembly from getting crushed flat when the clamp bolt gets tightened down. This one appears under the older H1581 number too, if that's what your parts book shows.

Going by the figure titles it's turned up in, this piece has done duty in handlebar mounting hardware, control lever assemblies, and fork/steering damper setups across a long catalog run from the mid-60s into 1980. That kind of spread tells you it's a common small part reused in more than one place on the bike rather than something unique to a single assembly.

It's cheap enough and easy enough to overlook that a lot of folks don't think about it until a handlebar clamp feels loose or a rubber bushing looks chewed up. Worth keeping one on hand if you're pulling apart handlebar mounts or fork top yokes for service.
