This is the bolt and nut set that clamps the top steering stem area on the telescopic front fork, listed in the books as 3/8 x 26 - steering stem clamping. It shows up across the front fork sections for the unit-construction twins in the mid-to-late 1960s catalogs, and also crosses over into the engine unit fittings and footrests figure, so it's a part that turns up in more than one spot on the bike depending on year and model.

The old book number for this one is F1760, which is the pre-1973 letter-prefix form of the same part before the numbering changed over to 82-1760. If you're working from an older parts book and see F1760 called out, that's this bolt and nut set.
