This is the valve keeper (also called a split cotter) that locks the valve, its collar, and the springs together as one assembly in the cylinder head. It's sold each, and the catalog shows it in the cylinder block and head section for the TR7RV, appearing across catalog listings from the mid to late 1970s.

On the older parts books this same piece was numbered 99-0062, 99-0063, or WE259A before Triumph renumbered it to 71-3748, so if you're working from an early manual or a box of loose parts marked with one of those old numbers, you've got the same component.

These keepers work in pairs on each valve, seating into the machined groove on the valve stem to hold the spring retainer in place under compression. Because they're small and easy to lose or mix up during a head rebuild, it's worth having enough on hand before you start pulling springs.
