Part number 70-5861 is the exhaust tappet guide block, sometimes called E5861 in the older parts books. It's a pressed-fit block that carries the tappets (cam followers) that ride against the camshaft and transfer motion up to the pushrods, on the exhaust side of the engine. You'll find it listed in the OIL PUMP, RELEASE VALVE, MANIFOLD AND TAPPETS figure, which puts it right in among the oil pump and manifold hardware in the lower end of the motor.
