70-4792 is the balance connector pipe listed under CYLINDER BLOCK AND HEAD in the parts books. It's a small tube that ties the two intake tracts together across the cylinder head, letting the ports share air between cylinders rather than pull independently. On a twin, this evens out carburetion between the two pots and takes some of the pulsing out of idle.
