Rubber grommet
A rubber grommet that seals the points/pulse-sensor wire where it passes through the timing cover.
This is a rubber grommet that shows up in the timing cover area, where the contact breaker points and, on later machines, the pulse sensor and coils live. Its job is simple: it seals and protects the wire that runs out through the timing cover, keeping the hole from chewing through the insulation and keeping crud from working its way in around the wire.

It appears across a long span of catalog entries covering timing cover and contact breaker figures, timing cover and magnetic pulse sensor figures, and crankcase figures, which tells you this is a small part that stuck around through several ignition system updates over the years. The older book reference for this one is B231, later carried as E4707 before landing on the current 70-4707 number.
It's a cheap piece of rubber to have on hand relative to the aggravation of a chafed or perished grommet letting the points wire ground out or dirt work into the timing chest. Worth checking whenever you have the timing cover off.
