Kickstart ratchet pinion for the gearbox, the toothed piece the kickstart pawl engages to spin the engine over.
This is the kickstart ratchet pinion, part number 40-3271, a gearbox internal that lives down in the gear cluster area where the kickstart mechanism engages the mainshaft. It's the toothed piece that the kickstart quadrant and ratchet pawl bite into when you swing the lever down to fire the engine over, then it disengages once the motor is running so it doesn't spin with the rest of the cluster.
