This is the front brake anchor plate, Triumph part number 37-3429, also listed under the earlier W3429 form. It's part of the front wheel assembly and provides the fixed mounting point that the brake shoes and backing plate react against when the brake is applied, so it has to stay solidly located on the fork end and not spin with the wheel.
