This is a bolt used to mount the speedometer and tachometer bracket on Triumphs, catalog number 21-0590, also known under the earlier form S590. The parts book lists it plainly as a 1 1/4 in. U.H. bolt, and it shows up across catalog entries from 1967 through 1974 in the speedometer/tach figures.

On bikes with the dual instrument setup, this is the fastener holding the bracket that carries both gauges up on the top yoke or headlamp bracket area. It's a small item but a common one to lose track of or strip out when swapping instruments or brackets, so it's worth having a spare or two in the parts drawer.
