This is a 3/8x26 CEI die, cut to the British Standard Cycle thread form, made from HSS (high speed steel). It's a threading tool for cutting external threads on rod or stock stock to the 3/8 inch, 26 TPI CEI standard — a thread size that shows up a lot on cycle work from this era, including spoke nipples and small fasteners on British bikes.
