This is a carburetor float, listed under Amal in the parts books for the T140V carburetor setup and in the throttle linkage figures for those Amal carburetors. The float sits inside the float chamber of the carb and rises and falls with fuel level, working the tickler and needle valve to keep the bowl fed at the right level without flooding or starving the engine.
