This is the left-hand outer fork member, one of the two sliding tubes that make up the bottom half of the telescopic front fork. It's the piece that slides up and down over the stanchion, carrying the wheel, mudguard mounts, and lower fork gaiter or shroud fittings, and it's the part that actually flexes and absorbs the bump as the fork does its job.

The catalog lists this as the left outer member specifically, so it's not interchangeable side to side with its right-hand counterpart even though they look similar at a glance. It shows up in the telescopic front fork figure across catalog entries running from the mid to late 1970s.
If you're rebuilding a front end and pulling the legs apart, this is a good time to check the bore for scoring or wear from a worn bush or seal, since that's usually what kills a fork leg long before the outer member itself gives out.
