Upper cover tube for the Triumph telescopic front fork assembly.
The 97-1661 is an upper cover tube from the telescopic front fork assembly. It's the outer tube that fits over the top of the fork leg, giving the sliding fork stanchion a cover and a clean finished look at the top of the leg. Catalog records show it in the front fork figures for the 3TA and 5TA, as well as the 6T fork figure.

If your parts book lists this under the old H1661 designation, that's the same physical part - just the earlier letter-prefix numbering system Triumph used before switching over to the numeric-only format.
