This is the speedometer and tach mounting bracket, listed in the parts book under the SPEEDOMETER, TACHOMETER AND TAIL LAMP section. It's the piece that holds the two instruments up on the top of the fork or headlamp area, giving the speedo and tach a solid perch instead of rattling around on their own.
