This is a top yoke, also called a top fork crown, for the telescopic front fork assembly. It's the plate that sits above the headlamp nacelle area and clamps the fork stanchions together at the top, tying the fork legs to the steering stem. Catalog records place it on the U.S.A.-market T100C and TR6C/T120TT front fork setups from 1966.
