This is the throttle slide for the Amal 900 Mk1 (Concentric) carburetor, cut with a #3.5 cutaway. The slide is the part that rides up and down inside the carb body when you twist the throttle, and the cutaway on the front edge of it is what shapes the air/fuel mix off idle before the needle jet takes over further up the throttle opening. Different cutaway numbers change how the carb pulls through that off-idle range, so the number stamped on the slide matters when you're sorting out a flat spot or a carb that's running rich or lean just past tickover.
