The 83-7009 is the left-side rear motor mounting plate, one of the pair that bolts the engine and gearbox unit into the frame. It shows up in the parts book under the motor unit fitting and footrests section, since the plate also carries the footrest mounting on that side.

This is a structural piece — it locates the bottom rear of the engine assembly against the frame's lower rails and takes the load from the footrest through the same fixing points. Catalog listings for this plate run from the mid to late 1970s.
If you're replacing one side, check the condition of the mating plate and the frame lugs it bolts to before you button everything back up. Worn or elongated bolt holes on either the plate or the frame are common on a bike that's had the motor in and out a few times.
