Front strap
A front mounting strap listed in the oil tank section, used to help secure the tank or battery box in place.
82-7383 is a front strap that shows up in the oil tank section of the parts book. On these bikes the oil tank sits alongside the battery, and the straps in that area are what hold everything in place against vibration, so this is a mounting strap rather than anything to do with the oil tank's internal workings.
