This is the top loop fender mount, 82-5994, listed in the mudguard sections of the parts books across a run of years from the mid-1960s into 1970. It's the bracket that rides over the rear frame loop and carries the fender at that upper point, part of the small hardware family that keeps the rear mudguard anchored to the frame instead of bouncing around.
