This is the right-side footrest, listed in the parts books under the ENGINE UNIT FITTINGS AND FOOTRESTS heading. It's the peg riders stand or rest their right foot on, mounted off the frame or engine plates on that side of the machine. Catalog records show it appearing across a run of years in the mid-to-late 1960s.

The factory later revised this part under a new number, 82-6069S, and it also shows up in older records under the F5910 form. If you're working from an older parts book and see F5910, or a newer one showing 82-6069S, know that all three numbers point to the same physical footrest.
