This is the centre spacer tube used in the fuel tank fixing, part of the mounting hardware that secures the 2½ gallon tank to the frame. It shows up in the parts book under the HANDLEBAR — CONTROLS — FUEL TANK figure, which is where the parts book files the tank mounting hardware even though it isn't a handlebar part itself.
