This is a washer used in the centre petrol tank fixing on the tank mounting setup covered in the handlebar/controls/petrol tank section of the parts book. It's a small item, but it does the job of spreading load and cushioning the tank at its center mounting point so the tank doesn't sit metal-to-metal against the frame or mounting bracket.
