This is the tube that feeds oil to the primary chain, part number 71-1078, listed in the crankcase section of the parts books. Some older references list the same part under 70-4704 or 71-3174 — Triumph revised the number over the years but it's the same physical piece doing the same job.

The primary chain runs dry compared to the rest of the engine's lubrication, so this tube is what actually delivers oil to keep it running quiet and wearing evenly. It shows up in catalog entries spanning 1970 through 1978, so if your crankcase casting matches that era this is worth checking against what's currently fitted, especially if you're chasing a rattly or dry-sounding primary chain.
