This is a crank oil feed seal for the timing side of Triumph twins and singles, sitting where the crankshaft passes through the timing cover on the points side. It's the seal that keeps oil pressure contained at that feed point instead of leaking out around the crank. This one is the Pioneer brand version, rated for higher pressure than a standard seal.
