This is a retaining plate for the cush drive assembly in the primary chaincase, listed in the parts books as the inner plate. It shows up in the clutch and primary cover figures, which puts it right in the area where the engine sprocket, primary chain, and clutch basket all live together behind the primary chaincase cover.

The cush drive setup uses rubber (or similar) segments to soften the driveline shocks that come through the primary chain, and the retaining plates on either side keep that assembly located and contained. This inner plate is the one that sits toward the engine side of that stack.
