This is the throttle control cable, 60-0807 (also listed as 60-807), which runs from the twistgrip down to the carburetor. It shows up in the parts-book figures covering the petrol tank and handlebar controls, including the glass-fibre tank version, so it routes along the top of the frame under the tank on its way to the carb.
