This is the fiber sealing washer used on the primary chaincase adjuster/drain plug, catalog number 57-1738, listed in the older parts books under T1738. It shows up in the CHAINCASE AND CHAINS and CRANKCASE sections, and its job is to seal the drain plug so oil doesn't seep out around the threads when the plug is snugged down.

The ID is 7/16 inch, and it's made of fiber rather than metal or fiber-and-metal composite, which lets it compress a little and take up the small irregularities that a hard washer can't seal against. Because it's a soft washer, it's the kind of part that's cheap to have a few of in a drawer rather than reusing an old crushed one when you pull the plug to check primary chain adjustment or drain the case.
