This is a folding footrest for the right-hand side of the bike, found under part number 42-4926 in the parts books. It shows up across the footrest and brake linkage figures, the folding footrest and crankcase shield figure, and the handrail/support rail/footrests figure, so it's clearly a footrest that pivots up out of the way rather than a fixed peg.
