Part number 2-46 is the nut that secures the right-hand footrest bracket to the frame, sized at 3/8 inch B.S.C. It shows up across several of the parts-book figures covering the frame, footrests and brake linkage, folding footrests and crankcase shield, and the optional rear carrier and safety bar setup, which tells you this is a common fastener used at more than one mounting point on the right side of the bike.

This is a small item but it does real work holding the footrest bracket tight against the frame lug, which matters for rider comfort and for keeping the brake linkage geometry correct on that side. Given how many figures it appears in, it's worth checking your bracket and frame lug threads before ordering to make sure you're matching the right-hand fastener to the right-hand bracket.
