This is a dowel that locates the oil pump against the crankcase, part number 41-0706 (also seen written as 41-706 in older listings). It's a small alignment pin, not a fastener you torque down - its job is to keep the pump body seated in exactly the right spot so the pump gears line up and the pump doesn't shift once the mounting bolts are drawn up.
