This is the anchor bolt for the left-hand footrest, as shown in the FOOTRESTS AND BRAKE LINKAGE section of the parts book. It's the fastener that secures the footrest to its mounting point on the frame or hanger, taking the rider's weight and the constant vibration that comes with sitting on a running motorcycle.
