This is a front brake plate that carries an air scoop gauze, part of the front wheel assembly per the catalog records. The brake plate is the fixed backing plate that the brake shoes and operating cam mount to inside the drum, and the gauze over the air scoop lets cooling air into the brake while keeping debris out.
