This is the rear brake anchor plate, 37-1365, also listed under the old W1365 designation. It shows up in the parts books under the rear wheel figure, so it's part of the rear brake assembly rather than the front end.

An anchor plate is the fixed backing that the brake shoes pivot and bear against inside the drum. It carries the shoes, the pivot pin, and takes the reaction from braking so the whole assembly stays anchored to the swinging arm or frame rather than spinning with the wheel.
